Revenue Recycling of CO2 Cap-and-Trade Revenue

Research Abstract

The current U.S. administration supports a federal cap-and-trade program to achieve significant CO2 emissions reductions. If the government is to achieve these ambitious environmental goals, one of the most important challenges will be to optimally recycle the allowance auction revenue by providing incentives for green investments to industries and tax credits to consumers. We propose to develop a comprehensive first-of-its-kind systems-based methodology for optimal recycling of auction revenues. The systems-based approach accounts for the complex interactions among electric power generators, the transmission network, system operators, consumers, and federal regulations.
